Show full summary
- Regional transportation planning organizations (RTPOs) and transit agencies would be able to request more spare buses to keep services running. To qualify they must submit three items: a certification that the region regularly experiences extreme weather, a description of how those events disrupted bus operations, and an explanation of how extra spares would improve reliability.
- Riders and communities would likely see fewer interruptions on fixed bus routes during storms, floods, heat, and other extreme events, with special benefit in high-frequency corridors and tourism or entertainment hubs.
- The Department of Transportation, acting through the Federal Transit Administration Administrator, would be required to issue regulations and guidance within one year after enactment to allow RTPOs to access the higher spare ratio.

Transit systems could keep 30% spare buses
This bill would let certain regional transit planners ask to keep more backup buses. The Federal Transit Administration would have to issue rules within 1 year to allow a 30% spare bus ratio. To qualify, the region would need to certify it regularly faces extreme weather. It must show how weather has disrupted bus service and explain how added spares would keep fixed routes reliable. If approved, riders in those regions could see steadier bus service during storms, heat, fires, or floods.
