RTCP Revitalization Act
Sponsored By: Representative Tokuda, Jill N. [D-HI-2]
In Committee
Summary
Creates a mandatory Commodity Credit Corporation funding stream to reimburse geographically disadvantaged farmers and ranchers. The bill would remove the prior "subject to availability" restriction, set a multi-year schedule of mandatory CCC payments, and change payment limits so the Secretary may not cap payments in any year when available funds can cover all eligible applications. The schedule is $10 million for fiscal 2026, $11 million for 2027, $12 million for 2028, $13 million for 2029, $14 million for 2030, and $15 million for 2031 and each year thereafter.

More payments for geographically remote farmers
If enacted, geographically disadvantaged farmers and ranchers would receive reimbursements funded by the Commodity Credit Corporation. The bill would require CCC funds of $10 million for FY2026; $11 million for FY2027; $12 million for FY2028; $13 million for FY2029; $14 million for FY2030; and $15 million for FY2031 and each year after. The Secretary of Agriculture would use those CCC funds to run the program and make payments.
