- Visitors: Public access could be limited during exclusive events, but events must be scheduled so they do not disrupt public access and cannot degrade park resources or appearance.
- Gateway Arch Park Foundation and attendees: The Foundation could hold private events in Park buildings under a single agreement lasting up to five years and subject to limits on dates and the number of events per month.
- National Park Service and taxpayers: The agreement must require liability insurance, set required staffing levels, and let the Secretary charge fees to recover all costs for maintenance, utilities, security, and personnel. The authority sunsets seven years after enactment and a report on operations and finances is due four years after enactment.

Analyzed Economic Effects
2 provisions identified: 0 benefits, 1 costs, 1 mixed.
New fees for private Arch events
If enacted, the Park Service would charge fees for private events held under the new Gateway Arch pilot. Event organizers using the Foundation’s one-time agreement would pay for wear-and-tear and building maintenance. The agency would also recover utilities, security, staff, and administrative costs. This authority would start at enactment and end seven years after enactment.
One-time pilot for Gateway Arch private events
If enacted, Interior would be allowed to make a one-time, up-to-5-year agreement with the Gateway Arch Park Foundation to host private events in Park buildings like the Visitor Center and the Old Courthouse. The agreement would set any exclusive dates, cap events per month, and require Park staff for safety. The Foundation would need liability insurance naming the United States, and the agreement would limit federal liability. Events would have to fit the Park’s purpose, avoid harm, and not block public access. The Park Service would still be able to hold or permit other events. The authority would end seven years after enactment, and any agreement would end then. Interior would deliver a report within four years on access, security, staffing, and finances under the pilot.
