Show full summary
  • Governments and economies in the eight named Enterprise countries would get coordinated U.S. support to deepen business, energy, and security ties. Participation would be limited to partners the Secretary determines are not undermining U.S. interests through cooperation with Russia or China or by weakening democracy.
  • U.S. firms and Chambers of Commerce would gain a formal U.S. government forum to expand business‑to‑business ties and investment in key economic and security sectors.
  • The energy sector would face coordinated planning. The Secretary would have to deliver an Energy Strategy within one year assessing dependencies on Russian and Chinese energy and identifying opportunities to decouple and advance U.S. energy security.
  • Security and civil society actors would see expanded cooperation aimed at countering Russian malign influence and the growing private‑sector footprint of the People’s Republic of China in the region.
  • The Secretary would convene stakeholders at least twice per year and submit an implementation report within 180 days with annual updates, giving Congress and partners regular, largely unclassified oversight.
