TRUSTED Broadband Networks Act

Sponsored By: Representative Fry, Russell [R-SC-7]

Introduced

Summary

Exempts replacement projects of banned "covered communications equipment" from NEPA and historic-preservation review. The TRUSTED Broadband Networks Act would carve out a narrow class of telecom swaps so carriers can replace covered equipment with trusted alternatives without those environmental and historic-preservation reviews.

Show full summary
  • Telecom carriers and network operators would face fewer federal review steps, letting defined replacement projects move more quickly and with less paperwork.
  • Federal agencies that grant permits or approvals could not treat these covered projects as a "major Federal action" under the National Environmental Policy Act or as an "undertaking" under the National Historic Preservation Act, limiting those review paths.
  • Projects defined by the Secure and Trusted Communications Networks Act framework would be prioritized for rapid replacement, streamlining swaps from covered to non-covered equipment.

Faster telecom replacement approvals for carriers

If enacted, telecom carriers and contractors could skip federal environmental and historic-preservation reviews for some projects. The exemption would only apply when they permanently remove "covered" equipment and replace it with equipment that is not covered under the 2019 Secure and Trusted law. Federal permits and approvals for those projects would not be treated as major federal actions under NEPA or as undertakings under the historic law. "Federal authorization" would include permits, special use authorizations, certifications, opinions, and similar approvals. This could shorten timelines and lower compliance costs for these replacements.
