- State regulators: They would be able to adopt and enforce the PURPA net metering service standard when they determine it appropriate, without being blocked by congressionally created bodies.
- Nonregulated electric utilities: These utilities could implement and enforce the same net metering standard when they deem it appropriate.
- Congress-created commissions and boards: Those entities would be prohibited from interfering with state regulators or nonregulated utilities acting on the PURPA net metering standard.
- Legal clarity: The bill ties the key terms to PURPA section 3 definitions for “nonregulated electric utility” and “State regulatory authority.”

Protects state net metering for solar homes and small businesses
This bill would stop any commission, board, or other entity created by Congress from blocking state or certain local utilities that choose to use the net metering standard in federal law. If your state or utility adopts that standard, you could send extra power from rooftop solar to the grid and get bill credits. It would apply even if another law would otherwise prevent the state or utility from doing so. This only helps where the state regulator or nonregulated utility decides it is appropriate to adopt the standard.
