Future Generations Protection Act
Sponsored By: Representative Schakowsky, Janice D. [D-IL-9]
Introduced
Summary
Cut U.S. fossil-fuel production and exports. This bill would impose wide prohibitions and export controls to sharply reduce greenhouse gas emissions by banning emissions from new large electric steam power plants, outlawing hydraulic fracturing on U.S. lands after 2028, and blocking most crude oil and natural gas exports while elevating environmental justice and worker transition goals.
Show full summary
- Workers and labor unions would see a federal focus on a "fair and just transition" with racial and gender equity and directives to partner with unions on training for clean-energy jobs.
- Frontline environmental justice communities would gain statutory recognition of disproportionate harm and tighter pollution limits, including treating greenhouse-gas emissions from new electric utility steam generating units as violations.
- Energy producers and infrastructure developers would face a ban on hydraulic fracturing effective January 1, 2029, tighter limits on LNG terminal approvals unless they cut emissions, and a near-ban on exports of U.S. crude oil and natural gas with only narrow exceptions for exchanges and North American trade.

Bill Overview
Analyzed Economic Effects
4 provisions identified: 0 benefits, 2 costs, 2 mixed.
Liquefied natural gas terminals need emission cuts
This bill would stop federal approvals for new or expanded liquefied natural gas terminals unless FERC finds the project would cut greenhouse gas emissions at the terminal. It would apply upon enactment to siting, building, expanding, and operating. Greenhouse gases include carbon dioxide, methane, nitrous oxide, and others the EPA may add. Developers would need to meet this emissions-cut test to proceed.
Zero-emission rule for new steam plants
This bill would treat any greenhouse gas emissions from a new electric utility steam power unit as a violation. It would apply to units that start operating on or after the date of enactment. Greenhouse gases include carbon dioxide, methane, nitrous oxide, and others the EPA may add. Developers of new steam power plants would need zero-emission designs or halt plans.
Ban on U.S. crude and natural gas exports
This bill would ban exports of U.S.-produced crude oil and natural gas, including liquefied natural gas and natural gas liquids. The Commerce Secretary, with the President’s approval, could allow only limited exceptions: equal swaps for transport efficiency, temporary shipments that reenter the U.S., and long-standing trade with Canada and Mexico. Producers, shippers, and traders would face tight new limits. If passed, this could change domestic fuel prices and trade flows.
Nationwide fracking ban starting in 2029
This bill would ban hydraulic fracturing on all U.S. onshore and offshore lands starting January 1, 2029. Hydraulic fracturing means cracking rock in a well to boost oil or gas flow. Enhanced secondary recovery, like water flooding or tertiary recovery, would still be allowed. Oil and gas operators would need other methods or lower output after 2028.
