Sponsored By: Representative Shreve, Jefferson [R-IN-6]

Show full summary
  • Trafficking victims would get trauma-informed care, shelter, reintegration services, and protections while being excluded from sanctions.
  • Federal law enforcement and agencies would coordinate under a State-led Task Force that must produce a comprehensive strategy within 180 days, share data across agencies, set measurable success indicators, report annually to Congress, and operate under a seven-year sunset.
  • The private sector and foreign partners would be tapped to disrupt scam infrastructure through partnerships with banks, social platforms, telecoms, crypto exchanges, and by using sanctions, FATF actions, offensive cyber options, and investigations into foreign complicity including links to PRC officials and Burma's military.

*Would authorize $30 million for the State Department in each of FY2026 and FY2027, totaling $60 million, thereby increasing federal spending over those years.*

New national task force on scams

If enacted, the President would have to create an interagency Task Force within 30 days to dismantle mass online scam syndicates and scam centers. The Task Force would be chaired by the Secretary of State (or a designee) and include heads or designees from State (including INL, EAP, and the TIP Office), DOJ (including the FBI), DHS (including Secret Service and HSI), and Treasury (including OTF, OFAC, and FinCEN). The Task Force would require member agencies to share relevant data and could get support from the intelligence community. Within 180 days, the Task Force would give Congress a comprehensive strategy to shut down scam centers, prevent their spread, recover stolen funds, protect trafficking victims, use sanctions and cyber tools, build foreign law enforcement capacity, and partner with banks, platforms, telecoms, and crypto exchanges. The Task Force would consult regularly with state and local law enforcement, NGOs, and private-sector partners, measure success with sanctions, arrests, mitigated losses, and rescued victims, and would terminate seven years after enactment.
