Show full summary
- Homeowners and small businesses: The study would analyze 10 years of rate changes, nonrenewals, exclusions, and conditions such as required mitigation work to show where coverage is becoming less available or more costly.
- State insurance regulators and private insurers: The study would catalog state actions like rate regulation, moratoria, residual market or reinsurance programs, and examine underwriting challenges such as correlated risks, modeling limits, and threats to insurer solvency.
- Federal policymakers and communities: The study would assess existing federal and state risk tools, consider the need for a national wildfire risk map, and evaluate policy responses from forest management to affordability programs; the GAO must report findings within 12 months.
