Balanced Agricultural Support and Efficiency Act

Summary
One-time, formula-driven update of farm base acres using 2020–2024 planting history. This bill would require the Secretary to recalculate each farm's base acres for covered commodities for the 2025 crop year, remove prior base-acre categories like generic base acres, and change related program references so calculations line up with the new base-acre framework.
Show full summary
- Farmers and owners: Base acres for covered commodities would be reset based on each farm's 2020–2024 planting and prevented planting averages, which changes how base-acre–dependent calculations like payment yields and payment acres are determined.
- Producers hit by disasters: Acres prevented from planting due to drought, flood, or other conditions beyond a producer's control are explicitly included in the 5-year averages that determine updated base acres.
- USDA administration and programs: The Secretary must implement the update as soon as practicable for the 2025 crop year, may make adjustments when specified circumstances occur, and conforming amendments update cross-references in Price Loss Coverage and other program rules.

Farm base acres reset for 2025
If enacted, your farm's base acres would be reset for the 2025 crop year. The Secretary would do a one-time update as soon as practicable after enactment. The update would use each commodity's 5-year average acres for 2020–2024, counting acres you planted and acres you were prevented from planting because of drought, flood, or similar disaster. Every year 2020–2024 must be included. You would be able to pick which commodity gets credit in years you planted a different covered commodity (except double-cropping). The Secretary would be allowed to adjust base acres in specified circumstances. This reallocation would raise payments for some farms and crops and lower payments for others, depending on 2020–2024 planting and prevented-planting history.
