Bill Overview
Analyzed Economic Effects
2 provisions identified: 1 benefits, 0 costs, 1 mixed.
New bioenergy carbon capture commission
If enacted, this bill would create a Bioenergy with Carbon Capture and Storage Advancement Commission inside the Department of Agriculture. The commission would include federal officials, state foresters, timber and energy representatives, four BECCS industry members, and one to two counties that receive Secure Rural Schools funds. The Secretary must appoint certain nonfederal members within 180 days and the commission must meet at least every 90 days. The commission would report policy recommendations and performance metrics to Congress within one year after its first meeting and would end 180 days after submitting that report. The commission could hold hearings, get information from federal agencies, accept detailees, and reimburse member travel.
Commission hiring and contractor pay
If enacted, the bill would let the commission Chair hire an Executive Director and other staff outside normal civil service rules and set their pay up to the rate for Executive Schedule Level V. The Chair could hire temporary or intermittent contractors under federal procurement rules but daily pay for individuals would be capped at the daily equivalent of Executive Schedule Level V. The Secretary of Agriculture would also be allowed to write rules to implement the law and to define who counts as the BECCS industry, in consultation with the Secretaries of Interior and Energy.
