Bill Overview
Analyzed Economic Effects
3 provisions identified: 1 benefits, 0 costs, 2 mixed.
Secret Service would arrest threat suspects
If enacted, this bill would let the Secret Service, under the Secretary of Homeland Security, detect and arrest people who violate 18 U.S.C. 871 or 879. These are federal crimes about making threats against protected officials. This change would take effect 30 days after enactment.
FBI would take over Secret Service financial crimes
If enacted, this bill would move many Secret Service financial-crime duties to the FBI. The FBI Director would get the people, property, and cases tied to those duties, with asset moves approved by the Office of Management and Budget. Some fraud and financial-crime powers would be used only if both the Attorney General and the FBI Director agree. The change would not affect other federal agencies’ current powers under those laws. Ongoing cases, orders, and payments would continue. The move would take effect 30 days after enactment.
FBI transition timeline and faster hiring
If enacted, this bill would start a 30-day transition. Some setup work could begin on the date of enactment. The FBI could borrow staff or services from other agencies and repay them. Officials who run Secret Service work would need to help the FBI prepare the handoff. The FBI and the Office of Personnel Management would set hiring rules for the moved jobs. The FBI could make direct hires for those jobs without some normal steps, but 5 U.S.C. 3303 and 3328 would still apply.
