Cost-of-Living Fairness Act

Sponsored By: Representative Tlaib, Rashida [D-MI-12]

Introduced

Summary

Would exclude payments for certain insurance policies from income and resource tests for federal and federally-funded state and local benefits. It would cover premiums for a household’s passenger vehicle insurance, homeowner or renter insurance products, and flood insurance.

Show full summary
  • Families and households that pay these premiums would have those payments ignored when officials calculate income or assets for means-tested help, which could make qualifying easier.
  • People applying for programs that count income or resources would see lower reported income or assets because those insurance payments are deducted from eligibility calculations.
  • State and local programs that receive federal funds and their administrators would be required to deduct these payments when deciding eligibility, even if other laws treat them differently.

Insurance premiums not counted for benefits

If enacted, agencies would subtract some insurance premiums from your income and assets. This would apply when checking if you or a household member qualify for federal programs, or state and local programs that use federal funds, and how much you get. Covered payments include car insurance for a car registered to you or someone in your home; homeowner or renter policies that cover liability, life, health, or property; and flood insurance for your main home (NFIP or private, including supplemental). This rule would apply even if another law says otherwise. If passed, this could help some households qualify or receive larger benefits.
