Federal safety clearinghouse for nonprofits
The bill would require the Department of Homeland Security to set up a Federal Clearinghouse within 270 days. The Clearinghouse would publish evidence-based safety and security practices and keep a searchable index of federal grants, with links and required reporting metrics. DHS would assign staff, may use detailees, and must post at least one public contact on the website. The Clearinghouse would update content at least annually and report to Congress starting three years after enactment and every three years after that. Only organizations that are 501(c)(3) tax-exempt and that the Secretary determines are “at risk” would be covered, and faith-based groups would be included if they meet that test.
