Pay Our Military Act

Sponsored By: Representative Sykes, Emilia Strong [D-OH-13]

Introduced

Summary

Guarantees military pay during funding gaps. This bill would create a temporary appropriation for fiscal year 2026 to fund pay and allowances for members of the Armed Forces, including reserve active and inactive-duty training. It would also cover Department of Defense civilian employees, certain Department of Homeland Security personnel when the Coast Guard is not operating as part of the Navy, and contractors the secretaries identify as supporting those service members. Funds would be available until a regular appropriation is enacted or January 1, 2027.

Pay for troops and support in FY2026 lapses

If FY2026 funding lapses, the government would keep paying service members on duty or training, using standard legal definitions, including reserves. It would use whatever funds are needed from the Treasury during the lapse to cover that pay. It would also pay Defense Department civilians who support them and certain contractors the Secretary names. For Coast Guard support, Homeland Security civilians and contractors would be covered when the Coast Guard is not operating as part of the Navy. Payments would stop once Congress passes funding for those purposes or, at the latest, January 1, 2027.
