- Producers and farms: Farmers on an eligible farm could opt in by December 1, 2025 to receive a partial payment equal to 50% of the projected payment for each covered commodity, with a later reconciliation after the marketing year.
- Payment limits: The bill would suspend subsections (b) and (c) of the Food Security Act payment limits for persons and legal entities for crop year 2025 so those limits would not apply that year.
- Assignments and repayments: Partial and subsequent payments may be assigned under existing rules at 7 CFR part 1404, and any aggregate excess payments after reconciliation must be repaid without interest.

Bigger, earlier payments for farmers
If enacted, producers eligible for USDA commodity payments would get two 2025 changes. The bill would suspend the normal payment limits in subsections (b) and (c) of section 1001(f) so persons and legal entities could receive larger commodity payments for crop year 2025. It would also let producers opt in by December 1, 2025, to receive a partial advance equal to 50% of their projected 2025 commodity payment, with that partial payment paid by December 31, 2025. After the marketing year ends, the Secretary would pay the remainder beginning October 1 or as soon as practicable, and producers must repay, without interest, any excess if aggregate payments exceed the final payment amount for the commodity.
