Keep USDA disaster staff working

If enacted, this bill would require USDA employees needed to run agricultural disaster assistance programs to be treated as excepted employees during a lapse in appropriations. Those employees would be required to work during the lapse and could not be removed in a reduction in force. The bill would define covered programs to include programs under title IV of the Agricultural Credit Act of 1978; programs under section 1501 of the Agricultural Act of 2014; and disaster-assistance programs the Secretary of Agriculture determines are authorized by Congress. This would help keep disaster payments and services to farmers and small farm businesses running during government funding gaps.
