In Committee

Summary

Show full summary
  • Travelers: Airport screening and other TSA services would be less likely to stop during a government funding gap, reducing the risk of immediate service disruptions.
  • TSA workforce and contractors: TSA employees and contract staff could continue performing duties and receive pay from those prior‑year balances during the lapse, limiting short‑term workforce interruptions.
  • Funding rules and limits: Continued operations must not exceed the previous fiscal year’s rate and would use unobligated balances identified in section 90003 of Public Law 119‑21. The authority ends when a regular appropriation or a continuing resolution becomes law or 180 days pass.

Keep TSA operations during shutdowns

If enacted, the bill would let the TSA Administrator keep TSA programs, projects, and activities running during any lapse in appropriations. The TSA would draw on specified unobligated balances from section 90003 of Public Law 119-21, as of the date of enactment. Funding would start on the first day of the lapse and end on the earlier of: the date the applicable regular appropriation bill becomes law, the date a joint continuing resolution becomes law, or 180 days after the lapse begins. The funding rate could not exceed the rate in the preceding fiscal year’s regular appropriation act, or that year’s joint continuing resolution if no regular act existed. Funds would remain subject to the same terms and conditions that applied on the first day of the lapse, and if still in effect at fiscal year end, the funding would continue into the next fiscal year.
