HEATS Act
Sponsored By: Representative Ruiz, Raul [D-CA-25]
Introduced
Summary
Emergency funding to keep Low-Income Home Energy Assistance Program (LIHEAP) benefits flowing during government shutdowns. This bill would authorize, out of any Treasury funds not otherwise appropriated, such sums as are necessary to pay LIHEAP benefits under 42 U.S.C. 8621(b) during lapses in discretionary appropriations. It would not change LIHEAP eligibility, benefit levels, or administrative procedures. Funding is limited to periods of lapse and uses existing emergency-appropriation authority rather than creating a permanent new appropriation.

Keep low-income energy aid during shutdowns
If enacted, home energy assistance payments would keep going during a federal funding lapse or shutdown. The government would draw as much as needed from Treasury funds not already appropriated, but only for the shutdown period. Payments would follow existing LIHEAP rules; the bill would not change who qualifies or benefit amounts. No specific dollar amount is named.
