Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Keep disaster aid flowing in shutdowns

If enacted, FEMA would keep paying disaster aid during a federal funding lapse. Payments would come from the Disaster Relief Fund money already appropriated before the lapse. Help would be limited to Stafford Act programs, like Individual Assistance for households and Public Assistance for communities, plus other actions needed to protect life and property. This would last only while the funding lapse is in effect.

Protect key FEMA staff from furloughs

If enacted, FEMA employees needed to keep Disaster Relief Fund payments and related work going would be treated as excepted during a funding lapse. They would not be furloughed or laid off because of the lapse. This would apply only to workers needed for those payments, and only while funding is paused.
