Sponsored By: Representative Watson Coleman, Bonnie [D-NJ-12]
Introduced
Summary
Creates a three‑year pilot to provide a guaranteed monthly income to 20,000 adults, with half of participants receiving payments sized to local two‑bedroom fair market rent. HHS will run and study the program with the IRS and a selected external research partner to test effects on income volatility, health, and economic outcomes.
Show full summary
- Up to 20,000 adults aged 18–65 can participate. 10,000 participants will receive a monthly cash payment equal to the fair market rent for a two‑bedroom home in their ZIP code or a similar amount.
- Payments are disregarded for 12 months for all Federal and federally assisted programs and are not counted as income or resources for any Federal or State or local program funded in whole or in part with Federal funds.
- HHS, in consultation with the IRS and an external nonpartisan research partner, will administer the pilot and collect tax and study data. The bill requires an interim report 24 months after participation begins and a final report within 12 months after the pilot ends, including quantitative and qualitative analyses.
*Authorizes up to $495 million per year for fiscal years 2026–2030 to carry out the pilot.*

Bill Overview
Analyzed Economic Effects
4 provisions identified: 3 benefits, 0 costs, 1 mixed.
Monthly cash equal to local rent
If enacted, this would run a three-year pilot. The Secretary would pick 20,000 eligible adults ages 18–65. Ten thousand of them would get a monthly cash payment. The payment would equal the fair market rent for a 2-bedroom home in your ZIP Code (or a similar amount). Payments would arrive on the 15th of each month.
Five-year funding for cash pilot
If enacted, Congress would authorize $495 million each year from 2026 through 2030 to run the pilot and its studies. Funds would still need to be appropriated each year.
Pilot payments ignored for SNAP and Medicaid
If enacted, money from this pilot would not count as income or assets for 12 months after you get it. Agencies would ignore these payments when checking eligibility or benefit amounts for federal programs, and for state or local programs that use federal funds. This could protect SNAP, Medicaid, and similar help for a year after each payment.
Data sharing and research rules for pilot
If enacted, HHS would hire an outside research partner with cash-transfer and study experience. The partner would collect data and, for tax privacy, would be treated like federal staff under IRS rules. The IRS would share tax records with HHS to run and study the pilot and would update them on changes in participants’ taxable income. The team would report to Congress: an interim report within 24 months after participants start, and a final report within 12 months after the program ends. The final report would cover money, health, housing, jobs, childcare, and whether a larger program could work, using interviews and focus groups with consenting participants.
