Show full summary
  • Families and children: New clinics could not provide maintenance or detox treatment within a half mile of a licensed day care center, an elementary or secondary school, a learning center, a playground, or another drug treatment facility. This limits placement near places children gather.
  • Treatment providers: Applicants would need to justify patient need and meet objective criteria the Secretary must evaluate. They must promote telehealth, designate a community liaison, run or link to a customer-relationship management system to track community service requests, and report treatment performance metrics to the Secretary.
  • Local communities and federal oversight: Applicants must do outreach, form a neighborhood engagement plan, and include a community advisory board. The Secretary would report to Congress every year on community engagement, clinic maintenance, best practices, and policy recommendations.

New siting and outreach rules for opioid clinics

If enacted, opioid treatment programs would face new federal registration rules tied to community impact. Clinics would need outreach, a neighborhood engagement plan, a community advisory board, and a community liaison. Sites could not be within one-half mile of a daycare, school, learning center, playground, or another treatment facility. Clinics would need to promote telehealth, justify patient need, use a local CRM to track issues, and report treatment data; the Secretary would send yearly reports to Congress. This could reduce problems near clinics but may limit in-person access in some areas. Rules would start upon enactment.
