Protect SNAP and WIC during funding gaps

If enacted, this bill would require the federal government to provide "such sums as are necessary" to keep SNAP and WIC benefits flowing in fiscal year 2026 and each year after when USDA funding is missing. The Agriculture Secretary would have to immediately obligate those funds, and State agencies would load benefits onto EBT cards right after they get federal money; eligible people would receive benefits no later than 5 days after obligation. Federal and State officials would be barred from freezing enrollments, creating waiting lists, or deactivating EBT cards because of temporary funding delays, and agencies would have to keep accepting and processing applications for people who meet program rules. States and federally recognized American Indian Tribes that front emergency money to keep benefits running during a federal lapse would be repaid up to the amount they actually spent.
