To authorize the extension of nondiscriminatory treatment (normal trade relations treatment) to products of certain countries.
Sponsored By: Representative Miller, Carol D. [R-WV-1]
Introduced
Summary
Gives the President authority to extend nondiscriminatory treatment (normal trade relations) to the products of most countries. Under the bill, the President would be able to determine that Title IV of the Trade Act of 1974 no longer applies to a specified "covered country" and then proclaim the extension of normal trade relations to that country's products. On the proclamation's effective date, Title IV would cease to apply to that country. The bill defines "covered country" as any nation except Belarus, Cuba, and North Korea. The authority is discretionary and includes no automatic trigger, sunset, or required reporting.

President could extend normal trade relations
This bill would let the President decide that Title IV of the Trade Act of 1974 no longer applies to a country. The President could then proclaim nondiscriminatory treatment, called normal trade relations (NTR), for that country's products. "Covered country" would mean any country except Belarus, Cuba, and North Korea. For each country, Title IV would stop applying on the effective date the President names in the proclamation. U.S. importers, exporters, and consumers could see lower trade barriers and possible price or supply effects.
