Show full summary
- Families and people seeking care will get evidence-based information and help finding providers. The office will publish medically accurate materials, list Title X clinics and abortion funds, and share guidance on medication abortion outside formal settings while following federal privacy laws.
- Clinics, advocates, and accountability bodies gain a new route for oversight and support. The Ombuds can request HHS Inspector General inspections and will run public outreach and annual reports to Congress on access and misinformation.
- Insurers, employers, and state regulators will face coordinated data collection and analysis. The Ombuds must work with the Secretaries of Labor and Treasury and state insurance commissioners to identify coverage gaps across federal programs, employer plans, and the individual market.

Bill Overview
Analyzed Economic Effects
2 provisions identified: 2 benefits, 0 costs, 0 mixed.
Privacy limits for patient records
This bill would prohibit the Ombuds from collecting identifiable patient health records. It would not require federal, state, local, or private groups to give protected health information to the Ombuds. The rule would rely on existing federal privacy laws, including the HIPAA definition of protected health information.
New federal ombuds for reproductive health
This bill would create an Ombuds for Reproductive and Sexual Health at HHS. The Ombuds would report directly to the HHS Secretary and must be independent. The leader must have sexual and reproductive health expertise and a record of serving people needing abortion care, LGBTQ+ people, racial and ethnic minorities, people with disabilities, and low-income people. The office would be staffed and resourced to study access, collect and counter misinformation, and make evidence-based public materials available. If enacted, the Ombuds could ask the HHS Inspector General to inspect or audit, get Department records within 60 days, coordinate with Treasury, Labor, state insurance officials, the FTC, and Exchange assister groups, and start annual reports to Congress on June 30, 2026 and each June 30 after.
