Strengthening Pathways to Health Professions Act

Sponsored By: Representative Tokuda, Jill N. [D-HI-2]

Introduced

Summary

Excluding certain health-professions loan repayments and scholarships from taxable income would make federal and many state programs tax-free for eligible clinicians who serve underserved or shortage areas. The bill also adds several named scholarship programs to the list of education awards that qualify for this exclusion.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Lower taxes for health loan repayment

If enacted, you could exclude loan repayment or loan forgiveness payments you receive under certain federal Public Health Service Act programs and qualifying State programs from your taxable income. This would apply for taxable years beginning after the date of enactment. Recipients would likely pay less federal income tax because that money would not count as income.

Tax-free health profession scholarships

If enacted, you could exclude scholarship payments from three named health scholarship programs from your taxable income. The programs are the scholarships under sections 846 and 338K of the Public Health Service Act, and the scholarship under section 10 of the Native Hawaiian Health Care Improvement Act. The exclusion would apply for taxable years beginning after the date of enactment.
