No fees on export licenses

If enacted, starting on the date of enactment, the government would stop charging any fees or revenue sharing tied to getting or keeping an export license under the 2018 export control law. Any such amounts collected at any time could only be used to refund license holders. The Secretary of Commerce would have 30 days after enactment to return all amounts taken before or on that date. This would not authorize a separate semiconductor export fee.
