Show full summary
  • Families and descendants: Would fund coordinated research on diagnosing and treating health conditions in biological descendants of toxic-exposed veterans. The Agency for Toxic Substances and Disease Registry and the Working Group must review data to rate how strongly specific exposures link to health conditions.
  • Operation Ranch Hand descendants: Would require a voluntary, targeted study of Ranch Hand veterans' biological descendants to measure birth defects and developmental delays, identify protective genetic markers, determine causes and outcomes, and recommend prevention. Data collection would include biological samples, health records, surveys, statistical models, and genomic analysis.
  • Federal agencies and transparency: Would establish Federal interagency task forces to coordinate descendant-focused research, maintain a public website with findings and evidence reviews, and deliver an initial report within 1 year plus annual progress reports across the 5-year strategic plan.

New federal study task force

This bill would require the Interagency Working Group on Toxic Exposure and ATSDR to create an interagency task force to study diagnosis and treatment of descendants of toxic-exposed veterans. Not later than one year after enactment, the Working Group would provide its findings, the strategic plan, and recommendations to improve collaboration. During the five-year strategic plan period, the Working Group would give annual summaries of research activities, progress reports, and further recommendations. ATSDR would keep a public website with the task force's activities and reviews assessing how strongly data link health conditions to military toxic exposures. The task force could also carry out other actions the Secretary directs.

Voluntary Ranch Hand study

This bill would require the Secretary of Veterans Affairs to run a voluntary study of biological descendants of Operation Ranch Hand veterans. VA would recruit participants by contacting Ranch Hand veterans and their descendants. Data would include biological samples and health records VA can access, plus surveys about environmental exposures and lifestyle. Researchers would use statistical models and genomic sequencing to study birth defects, developmental delays, causes, and genetic factors that protect or increase risk. The Secretary would publish the study findings by the date set in the bill.
