End Senate notice on data subpoenas

If enacted, agencies, companies, and people served with subpoenas or court orders for Senate data would not have to notify Senate offices. This would reduce paperwork for those responders. Senate offices would get less notice about legal requests for their data. The change would take effect upon enactment.
