Shutdown pay for excepted workers via property sales
If enacted, the President could sell federal buildings or land during a full or partial government shutdown. Money from sales could be used to pay salary and expenses for excepted federal workers, including active-duty military, while the shutdown lasts. Work on these sales would count as emergency work during the lapse. Anyone paid under this authority would not also get back pay for those same amounts. Tribal trust lands could not be sold, and sales to North Korea, China, Russia, Iran, or their controlled entities would be banned. Money received after the shutdown ends would go to the Treasury to reduce the deficit. Sale proceeds could also be used to buy Greenland.
