One-time crop payments for farmers
This bill would bar the Treasury's Exchange Stabilization Fund from providing direct or indirect support to Argentina. That ban would include currency swap lines, buying pesos or Argentine debt, and extending credit instruments. Any violating ESF contracts made before enactment would have to be sold or ended within seven days after enactment. Proceeds from those sales would go to the Department of Agriculture and be used for one-time payments to crop producers. The payments would go to producers of crops the Secretary of Agriculture finds were harmed by lost export markets. That harm must be during the 2025 marketing year for that crop. The ESF prohibition would end on December 10, 2027.
