Show full summary
  • Transit agencies would gain a new funding path to buy security infrastructure and to hire or support Transit Support Specialists through capital and operational grants.
  • Riders and transit staff would see a visible, non‑sworn presence with seven listed duties, including monitoring stations and vehicles, assisting riders and personnel, helping with medical incidents, de‑escalating conflicts, reporting suspicious activity, and connecting people to crisis services.
  • Federal funding rules would limit operational grants to amounts available under section 5338 and explicitly exempt those grants from the restriction in section 5307(a)(1)(D), while also authorizing capital grants under crime prevention and security programs.

Funding for unarmed transit safety staff

If enacted, the bill would create a federal role called "transit support specialist" and define them as unarmed staff. These specialists would have seven duties: monitor stations and vehicles; help riders and transit personnel; assist with and report medical emergencies; engage the public to deter disruptive behavior; observe and report suspicious activity; handle minor, non-criminal conflicts through other channels; and connect patrons to or provide crisis intervention services to de-escalate conflicts. The bill would expressly authorize capital grants under crime prevention and security programs and would allow operational grants to hire these specialists using funds available under section 5338. Those operational grants would be allowed notwithstanding the limit in section 5307(a)(1)(D). The bill does not set dollar amounts; the scale would depend on future appropriations.
