Faster ATF rulings and appeals for gun businesses

If enacted, licensed firearms manufacturers, importers, and dealers would get a clear, timed appeal path for ATF rulings. The Attorney General would have 90 days to issue a written ruling on a qualifying product or regulatory question. If you disagree, you could appeal to the Director of Industry Operations within 30 calendar days, and the Director would decide within 30 days. You could then ask for a hearing before an administrative law judge within the later of 75 days after the first ruling or 14 days after the Director’s decision. The judge would set a hearing within 90 days, give at least 10 days’ notice, and issue a written decision within 90 days after the hearing. Filing an appeal would pause the ruling until the appeals and any court review are done; the final decision would be binding but reviewable in court. These rules would apply to determinations made before, on, or after enactment.
