Water Infrastructure Modernization Act of 2025
Sponsored By: Representative Bresnahan, Robert P. [R-PA-8]
In Committee
Summary
intelligent water infrastructure technology is redefined and the Section 220 grant program would cover more digital, sensor, and AI tools to monitor, optimize, and protect water systems.
Show full summary
- Water utilities and plant operators could get grants for real-time sensors, AI optimization, predictive maintenance, and nondestructive leak detection. That aims to lower energy and chemical costs and make systems more reliable and resilient.
- Households, including disadvantaged communities, could benefit from expanded eligibility for advanced metering and ratepayer-facing technology to support conservation and affordability.
- Water managers and projects could use grants for groundwater banking, predictive aquifer recharge, reservoir and dam monitoring, and advanced digital design and construction tools. The bill also updates reporting requirements and funding thresholds for the Section 220 program.

More grants for smart water systems
If enacted, the bill would raise the program's statutory grant cap from $25 million to $50 million. It would change the program year reference from 2026 to 2028. Grants would be allowed to pay for engineering, design, construction, and final testing of alternative water source projects that address critical water supply needs. Grants would not pay for planning, feasibility studies, operation, or maintenance. The bill would add a new definition of "intelligent water infrastructure technology" and allow grant funds to be used for adopting, training on, and operating those technologies. The definition lists real-time monitoring, remote sensors, artificial intelligence, advanced metering, leak detection, groundwater banking, and advanced digital modeling as examples. Costs for these intelligent technologies would not be treated as operation or maintenance for the funding prohibition.
