Became Law

Show full summary
- Clark County, the City of North Las Vegas, and the Apex Industrial Park Owners Association are explicitly eligible to receive land grants and to be connected to site infrastructure during the defined transfer period. This makes those local entities formal participants in land conveyances.
- Lands transferred under the amended provisions remain withdrawn from other federal uses in perpetuity. The change preserves long‑term protections for parcels moved out of federal administration.
- The law permits limited noncompetitive sales of mineral materials tied to grading or land balancing on parcels where the United States keeps mineral interests. It also conditions any future transfers or rights‑of‑way on compliance with the National Environmental Policy Act and the Federal Land Policy and Management Act.

Local entities recognized for Apex land actions
The law names the Apex Industrial Park Owners Association and the City of North Las Vegas. It uses the association’s charter from April 9, 2001, and any later filings with Nevada. It lets connections be made to Clark County, North Las Vegas, and the association, alone or together. It updates maps to include other lands under the Act and any successor maps. These changes help local governments and developers work faster at the Apex site.
Apex land grants and mineral sales safeguards
The Secretary can grant land to Clark County, North Las Vegas, and the Apex association while section 6 requirements are met. Each transfer or right-of-way must follow federal land laws, including the National Environmental Policy Act (NEPA) and the Federal Land Policy and Management Act (FLPMA). Land withdrawn under subsection 4(e)(1) stays withdrawn forever for parcels moved under that rule. Mineral material from grading or land balancing on parcels where the United States keeps the minerals can be sold without bidding. Those sales are not limited by the usual quantity or term caps for noncompetitive sales under 43 CFR subpart 3602, as of the law’s enactment.
