Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Recognition and federal benefits for Tribe

If enacted, this bill would extend Federal recognition to the Nor Rel Muk Wintu Nation. Federal laws that apply to Indian tribes would apply to the Tribe and its members unless they conflict with this Act. The Tribe and its members would be eligible for all federal services and benefits for recognized tribes, even if the Tribe has no reservation and regardless of where members live. For delivery of federal services, Trinity County, California, would be treated as the Tribe's service area. The bill also says it would not change any treaty or reserved rights of the Tribe.

Recognized tribal governing body

If enacted, the bill would recognize the Tribe's governing body that is in place on enactment if it follows the Tribe's governing document. Future governing bodies would need to be elected under the Tribe's election rules. This tells federal agencies which tribal leaders can represent the Tribe.

Tribal membership rolls and deadlines

If enacted, the bill would define who counts as a Tribal member and require the Tribe to submit a membership roll to the Secretary within 18 months. The governing document (the Tribe's Constitution adopted September 19, 2020) would set membership qualifications. The Tribe would have sole authority to maintain the membership roll consistent with its governing document.
