FEMA to run warning grants

If enacted, the Administrator of FEMA would assume responsibility for the Next Generation Warning System grant program. FEMA would have to disburse all FY2022 funds that are already obligated within 180 days after enactment. FEMA would also begin awarding grants using funds made available for FY2023 and FY2024. If enacted, this would speed the federal delivery of money to improve public emergency alert systems nationwide.

Research to improve emergency alerts

If enacted, the Secretary of Homeland Security, acting through the Under Secretary for Science and Technology, would carry out research and development to improve the accessibility, resiliency, and security of emergency warning systems. That R&D would be done in consultation with other federal agencies, State, local, Tribal, and territorial governments, and critical infrastructure owners and operators and would start within one year of enactment to the extent practicable. The Secretary would report the results to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs within two years of enactment.
