Sponsored By: Representative LaHood, Darin [R-IL-16]

In Committee

Summary

Standardize examiner qualifications and expand CDL testing access. The LICENSE Act of 2025 would direct the Department of Transportation to change federal rules so more certified examiners can give knowledge tests and so states can test applicants from other states.

Show full summary
  • Examiners and third-party testers: States or third-party examiners would have to hold a valid CDL test examiner certification, finish a CDL skills test examiner training course that meets 49 CFR 384.228(d), and complete 1 unit of instruction in 384.228(c)(3) before administering knowledge tests.
  • CDL applicants: Any State could give driving skills tests to any CDL applicant regardless of the applicant’s State of domicile or where the applicant trained, widening cross-state testing options and potentially speeding up access to licenses.
  • Implementation and funding: The changes would be implemented by revising 49 CFR 384.228 and 49 CFR 383.79 within 90 days of enactment and the text does not provide new funding or include sunset language.
