  • Program operations and oversight: Requires the Director to set national staffing numbers, recruitment timelines, succession plans, and criteria for siting new units, and to report progress to relevant congressional committees within 1 year.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Career and pay changes for Shadow Wolves

If enacted, Shadow Wolves members who have completed three years of service would be able to convert noncompetitively to career or career-conditional competitive service jobs. Homeland Security Investigations would have to give written, individualized information to GS-1801 Tactical Officers employed as Shadow Wolves on enactment day. That information must explain how reclassification to special agent would affect pay, overtime rules, retirement, required training steps, any exam exemptions, and whether overtime is payable during training.

Modernizing Shadow Wolves program

If enacted, the ICE Director would set the Shadow Wolves' mission and measurable goals in coordination with partnering tribal governments, including the Tohono O'odham Nation. The Director would assess national staffing needs and the skills required for special agents, make a succession plan for retirements, and create criteria and timelines for recruiting and siting additional units. The strategy update would be due within 180 days, and the Director must report progress to Congress within one year.

No new money for program

If enacted, the bill would state that no additional funds are authorized to carry out the Act. Agencies would need to use existing funds or seek separate appropriations to pay for any staffing increases, training, or expansion the plans identify.
