New commission on farm transitions

This bill would require the Secretary of Agriculture to set up a Commission on Farm Transitions within 60 days of enactment. The Commission would study and make recommendations on more topics, such as apprenticeships, mentoring, business training, and technical assistance. It would also study heirs' property and agricultural land succession, barriers faced by historically underserved and women farmers and ranchers in transferring or buying farm assets, and leasing and ownership trends, including by foreign persons or entities. The Commission would review existing and new State and Federal policies, including tax policies, and whether those policies facilitate or impede farm transitions, and consider if options are affordable and timely. The bill would extend one implementation deadline from 1 year to 2 years after enactment and change a cited year from 2023 to 2029. These changes would only produce study findings and recommendations and would not create direct payments or change program eligibility.
