Sponsored By: Representative Bera, Ami [D-CA-6]

In Committee

Summary

Comprehensive, country-by-country reporting on U.S. and Chinese educational and cultural exchange programs to measure and counter foreign influence. The bill would require the State Department to collect detailed program metrics and participant attitudes to evaluate U.S. soft power versus the People’s Republic of China.

  • Policymakers would get unclassified reports first within 180 days and then every five years with country-disaggregated counts of participants in China-sponsored and U.S.-sponsored exchange programs.
  • State Department staff and program managers would need to provide program-level data, coordinated with the Monitoring, Evaluation, Learning, and Innovation Unit, including U.S. funding, participant counts, number of cohorts, countries of origin, ages, and multiple survey measures of opinions of the U.S., likelihood to recommend U.S. study, understanding of U.S. culture and values, support for democratic values, and whether participants knew the program was a Department of State program.
  • The reports must cover named initiatives such as Fulbright, the Young African Leaders Initiative (including the Mandela Washington Fellowship), the Young Southeast Asian Leaders Initiative, the Kennedy-Lugar Youth Exchange and Study Program, and the Future Leaders Exchange Program, and each later report must add at least 10 programs not previously included.
  • Reports are submitted to the House Foreign Affairs Committee and the Senate Foreign Relations Committee in unclassified form but may include a classified annex.
