Advance payments for orchard and nursery growers
If enacted, the bill would let the Secretary of Agriculture make an advance payment under the Tree Assistance Program. Eligible orchardists and nursery tree growers would be able to get up to 25 percent of their TAP assistance before they begin replanting. The advance would apply only to the losses listed in paragraph (2) and would count toward the total payment calculated under paragraph (3). The Secretary would not be required to make the advance; remaining assistance would follow existing TAP rules.
