Build Housing with Care Act of 2025
Sponsored By: Representative Bonamici, Suzanne [D-OR-1]
Introduced
Summary
Co-located housing and child care would expand access to affordable homes and on-site child care by funding projects that build, convert, renovate, or preserve facilities housing both uses. It would create a HUD competitive grant program to support design, planning, construction, long-term leasing, retrofits, and preservation of co-location facilities.
Show full summary
- Families: Would increase access to child care located at or near housing in child care deserts, low-income neighborhoods, and rural areas so families can find care closer to home.
- Child care providers: Grants require providers eligible for the Child Care and Development Block Grant or a committed partnership within one year, plus a business plan, licensing materials, and evidence of funding pipelines.
- Housing developers and residents: Public housing agencies, nonprofits, Tribally designated housing entities, and developers could use grants to create co-located facilities, and must certify the grant will not lead to resident evictions. Grants are capped at $10.0 million per eligible entity.
- Community Development Financial Institutions and partners: CDFIs can receive funds to capitalize loans and projects get priority for demonstrated CDFI partnerships or Head Start participation.
- HUD support and oversight: HUD must provide technical assistance, publish best practices, and report annually to Congress on grants awarded, child care slots created or preserved, resident use, staffing, and project types.
- GAO study on public housing: Requires a Government Accountability Office report within 12 months assessing child care access for public housing residents, use of federal funds, legal barriers, economic impacts, and recommendations.
*This bill would authorize $100 million per year from 2025 through 2030 to carry out the program.*

More housing with on-site child care
This bill would create a HUD competitive grant program to build or renovate co-located housing and child care. Congress could authorize $100 million a year for FY2025–FY2030, and an eligible entity could receive up to $10,000,000. Grants could pay for design, planning, construction, acquisition, preservation, conversion, retrofits, long-term leasing, or renovation, but up to 10% can pay pre-development and up to 10% can fund CDFI partnerships and related capacity building. Applicants must certify a CCDBG-eligible child care partner (or form one within one year), certify no resident evictions, and follow environmental and licensing rules. HUD would prioritize projects in child care deserts, low‑income or rural areas, or with Head Start/CDFI links, and must provide technical help and annual reports to Congress.
