Free milk at military dining

If enacted, the bill would require the Defense Department to provide milk at on-base dining facilities. Milk could be fluid or powdered. It could be plain, flavored, organic or non-organic, whole, reduced-fat, low-fat, fat-free, or lactose-free. The Secretary of Defense could not buy milk from companies owned or controlled by a foreign adversary. The Commerce Department would decide which companies that covers under 15 CFR 7.4 (or a successor rule). These rules would take effect upon enactment.
