Show full summary
  • Gives the Commission power to adopt a Research and Development Plan by rule or order and to use an "Other Transaction Authority" when normal contracting is infeasible. This lets the agency run tailored R&D activities and set written policies for those transactions.
  • Lets the Commission partner with developers and market users to explore effects of new technologies on markets, including cybersecurity, data security, and systemic risk, and to create educational materials for producers, market users, and the public.
  • Allows limited non‑monetary contributions such as access to facilities, data, or services when they further a development plan, with limits to protect fairness and required disclosures to congressional agriculture committees within 14 days.
  • Requires an annual report within 60 days after each fiscal year that details other transactions and covered non‑monetary contributions, their utility, status, sources, and any sums spent, and, if readily ascertainable, the value of non‑monetary items.

CFTC research and partnership authority

This bill would require the Commodity Futures Trading Commission to run ongoing research, development, demonstration, and public information programs about new market technologies and risks. The Commission would have to adopt a research and development plan by rule or order naming priority areas and how it will use other-transaction authority. The bill would let the Commission use "other transactions" and accept limited non-monetary help (like access to facilities, data, or services) for R&D only when contracts are infeasible, and it would require written policies, competitive processes where appropriate, and notice to House and Senate Agriculture Committees within 14 days. The Commission would have to report yearly within 60 days after each fiscal year and return contributions once their purpose is met; the authority to accept non-monetary contributions would end on October 1, 2031.
