- Young drivers: Eligible drivers must be at least 18 but under 21 and hold a commercial driver's license limited to intrastate operation. Their normal work reporting location must remain in the state that issued the license.
- Employers: Can assign these drivers to short-haul interstate runs within 150 air miles, but drivers may not be on duty more than 14 consecutive hours after departing their normal work reporting location and must have at least 10 consecutive hours off between on-duty periods.
- Legal effect: The proposal expressly authorizes these limited interstate operations even if other federal provisions would otherwise restrict interstate driving.

Allow interstate driving for 18–20-year-olds
If enacted, you would be able to drive a commercial truck across state lines within 150 air miles of your normal work reporting location. You must be at least 18 and under 21 and hold a commercial driver’s license limited to intrastate operation. You could not be on duty more than 14 consecutive hours after leaving your normal work reporting location. After reaching that limit you must return to and be released from that location. You must have at least 10 consecutive hours off duty between those on-duty periods. Your normal work reporting location would have to remain in the State that issued your intrastate CDL. This authorization would apply notwithstanding other law and would take effect upon enactment.
