New animal-testing rules for businesses
If enacted, the bill would define key testing terms, including that "animal" covers live vertebrates and cephalopods. It would apply to four agencies: the CPSC, USDA, EPA, and FDA. Each agency would have to publish guidance on acceptable non-animal test methods within one year and could change rules to accept those methods. The bill would make it unlawful to submit animal-test data when an agency has an available non-animal method, with specific exceptions (data before enactment, testing done for foreign regulators, or agency-requested animal tests with written justification). Agencies could refuse violating data and fine up to $10,000 per violation. Agencies would also have to publish annual reports listing animals used, test types, waivers, and purposes, after removing personal and proprietary data.
