New rural animal care grants

If enacted, the bill would create a USDA program to give grants and loans to build, expand, renovate, or equip rural animal care facilities. States, local and Tribal governments, and nonprofit corporations would be eligible, and 'rural area' is a place that is not a city or town with over 50,000 people or its adjacent urbanized area. Grants could pay up to 75% of development costs, with larger shares for smaller or lower-income communities as set by the Secretary, but no grant share could exceed 75%. Total grants would be capped at $10,000,000 per fiscal year. Not less than 3% and not more than 5% of any funds appropriated each year would be reserved for technical assistance and training. The Secretary would have to finalize program rules within 180 days and begin awarding grants and loans within 1 year, and report to congressional agriculture committees at least every 2 years starting no later than 2 years after enactment.
