Analyzed Economic Effects
2 provisions identified: 1 benefits, 0 costs, 1 mixed.
Federal ban on coercing minors online
If enacted, this would make it a federal crime to force a minor to hurt themselves or to do violent or sexual acts. It would apply when the person uses the mail, any interstate or foreign system, or acts in federal areas. Compel would include threats, extortion, blackmail, fraud, deceit, or manipulation. Covered acts would include self-harm, animal crushing, abusive or degrading nonsexual conduct that is a crime, or sexually explicit conduct. Attempts and conspiracies would also be crimes. Penalties would be fines and up to 10 years in prison; up to 20 years if serious injury; or any term of years or life if death.
Juvenile court option for certain sex offenses
If enacted, this would add certain federal sexual abuse offenses to the juvenile delinquency law. Some cases involving minors could be handled in federal juvenile court instead of adult court. This is a procedural change and would not add new penalties or funding.
