The Department of Health and Human Services Office of Inspector General must publish best practices to prevent fraud and speed investigations within one year.

Allow caregivers to access Medicare info
This bill would require HHS to conduct outreach and education for people with Medicare Part A or Part B, and those applying for those parts. It would tell them about an option to authorize a family caregiver to get their personal health information by calling 1-800-MEDICARE. The beneficiary would need to complete and submit the CMS-10106 family caregiver authorization form to allow access. HHS would post the form and fraud-protection best practices on Medicare.gov, include the option in notices and Medicare Advantage outreach, train 1-800-MEDICARE operators, offer materials in other languages, and coordinate with State Health Insurance Assistance Programs and the Administration for Community Living. Within one year of enactment, HHS would publish best practices to protect beneficiaries from fraud and report them to Congress.
